The witness saw two bright red lights hovering near the horizon, an estimated 2,500 feet away, at a place they knew well. Both stayed mostly still, but the lower one slowly moved around the upper one, from about the 6 o'clock position to just past 9 o'clock. There was no sound.
The FBI says this video and several other files come from reports in the same general area.
